The distinction and logic for doing this is very
simple.
A terror drill drills a terrorist act on domestic soil
A war game drills a country attacking the U.S.
(logically the attacks comes from outside)

I listed here the most important terror
drills since 2000
(a war game, i.e. was global guardian on 9/11, the
names of the terror drill/plane switches/flight
switches/passenger switches/cell phone tapes etc...is
yet unknown.

It is however. that 1 of the 4 flight operations have
been Trojan horsed in one of the war-game

As disclosed by watchgroup POGO, "five months prior to
9/11—officials at the North American Aerospace Defense
Command (NORAD) wanted to develop a response in the
event that a terrorist group used an airliner as a
missile to attack the Pentagon. According to the
e-mail, aides to the Joint Chiefs of Staff rejected
the scenario as “too unrealistic.”
